1. Monitoring and Evaluation Officer

Salary: $8,508 – $9,276

Location: Roving position covering Borena (Yabello) and South Ethiopia region (Jinka)


Background:

The USAID/Ethiopia Lowlands Health Activity (LHA) is a five-year initiative (January 2024-December 2028) aimed at reducing maternal and infant mortality in Ethiopia. The project focuses on improving reproductive, maternal, newborn/child health, and nutrition in pastoral regions. Implemented by EngenderHealth and its partners, the project covers 35 pastoralist woredas across Afar, Somali, South Omo Zone, and Borena Zone in Oromia regions.

Job Summary:

The Monitoring, Evaluation, and Learning (MEL) Officer will be responsible for implementing and overseeing monitoring and evaluation systems. They will manage the health management information system (HMIS), ensure the project database is updated, compile key performance indicators (KPIs), and assist in meeting project commitments. The role also involves participating in assessments, report preparation, and capacity-building activities.


Essential Functions:

1. Data Collection, Quality, and Management:

  • Oversee data collection and maintain the MEL database.
  • Ensure data quality through periodic verification and validation checks.
  • Conduct data quality assessments (DQAs) at supported health facilities.

2. Monitoring and Evaluation:

  • Implement regional MEL plans in alignment with overall project objectives.
  • Conduct field visits and support data collection activities.
  • Ensure proper use of databases like DHIS2 and KOBO at regional field offices.

3. Reporting and Analysis:

  • Analyze data and prepare reports for internal and external stakeholders.
  • Ensure timely submission of regional reports and data for donor reporting.

4. Capacity Building:

  • Train and support local partners and stakeholders in MEL methodologies.
  • Facilitate review meetings, workshops, and MEL training sessions.

5. Collaboration and Coordination:

  • Integrate MEL activities into program planning.
  • Collaborate with regional program staff to document and share best practices.

6. General Support:

  • Assist in the development and revision of the MEL plan.
  • Design and implement evidence-generating activities (data collection, analysis, and reporting).

Qualifications:

  • Education: Bachelor’s degree in Public Health, Demography, Statistics, Health Informatics, or related fields.
  • Experience:
  • Six years for a bachelor’s degree holder.
  • Four years for a master’s degree holder.
  • Previous experience with Health Management Information Systems (HMIS) and DHIS2 is a plus.

Essential Soft Skills:

  • Strong commitment to EngenderHealth’s values.
  • Proficiency in project database management and statistical software (SPSS, Excel, Epi Info).
  • Previous experience with consortium-managed projects is an advantage.
