π§ The Opportunity
Plan International Ethiopia is seeking a qualified and passionate Monitoring, Evaluation, Research, and Learning (MERL) Officer to support the implementation of its humanitarian response strategy.
The MERL Officer will:
- Provide technical MERL support across humanitarian response projects.
- Lead and coordinate researches, studies, and evaluations including outsourced consultancy work.
- Conduct quarterly field visits, ensure quality reporting, and contribute to learning frameworks.
- Support in building and strengthening the MERL systems and strategy within Plan International Ethiopia (PIE).
π Key Responsibilities
- Develop and oversee MERL strategy for humanitarian programming.
- Provide technical input to project evaluations and strategic planning.
- Ensure quality assurance of data and reports (quarterly/annual).
- Champion gender-transformative approaches in MERL.
- Supervise and support teams to align with Planβs Safeguarding & GEI policies.
π€ About You β The Ideal Candidate
Education:
- BA/BSc or Masterβs Degree in:
- Social Sciences
- Development Studies
- Economics
- Statistics
- Management
or other related fields
Experience:
- Minimum 2 years of relevant experience in MERL for development/humanitarian programs.
- Experience in:
- Gender-transformative programming
- Developing log frames, ToCs, result chains, evaluations
- Coaching, mentoring, performance appraisal
- Strategic planning and data-driven learning
Skills:
- Effective communicator with strong interpersonal skills
- Deep understanding of Planβs global and national strategies
- Strong analytical, organizational, and teamwork abilities
Language:
- Fluency in English is essential
- Affan Oromo and Amharic are mandatory
