Job Summary
Under the direct supervision of the GRC-supported Projects Coordinator, the Sr. Planning, Monitoring, Evaluation & Reporting Officer is responsible for managing and enhancing the planning, monitoring, evaluation, and reporting systems for GRC-supported projects. The role involves conducting surveys and assessments, designing M&E systems, developing tools, evaluating project progress, compiling reports, and sharing lessons learned.
Key Responsibilities
- Design and implement robust M&E systems including logframes, indicators, and tracking tools.
- Conduct baseline, mid-term, and end-line evaluations; prepare related Terms of Reference (ToR).
- Lead data collection using tools like Kobo Collect and analyze data for reporting and decision-making.
- Coordinate planning and review sessions; organize knowledge-sharing workshops.
- Prepare and share weekly updates, and compile monthly, quarterly, and annual project progress reports.
- Ensure gender, age, disability, and accountability standards are mainstreamed in project implementation.
- Provide technical guidance and build the capacity of project teams in M&E systems and processes.
- Document and share best practices, success stories, and beneficiary testimonies with quality media content.
- Conduct Post Distribution Monitoring (PDM) surveys following cash or in-kind distribution activities.
Qualification and Experience Requirements
- Education:
- Second or First Degree in Economics, Management, Statistics, Agricultural Economics, Development Studies, or related fields.
- Experience:
- 6 years (for Master’s) or 8 years (for Bachelor’s) in M&E roles within humanitarian and development projects.
- Experience with mobile data collection tools such as Kobo Toolbox is mandatory.
Desired Trainings and Skills
- Trainings in:
- Microsoft Office (advanced Excel), ODK, Magpi, Commacare
- Project/Program Planning, M&E, Project Management
- Community Engagement and Accountability
- Analytical tools like SPSS, Stata
- Additional Experience in:
- Cash and Voucher Assistance, Livelihoods, WaSH, Shelter programs
- Knowledge of CHS Accountability Standards and Humanitarian Principles
- Excellent command of English (written and verbal) and strong reporting skills
- Creativity, independence, and ability to work with minimal supervision
