Job Summary

The Finance and Admin Officer (FAO) will support HPA’s field office/project team in managing all finance, administration, logistics, and procurement functions. The FAO ensures compliance with HPA’s internal policies, procedures, and relevant local laws. This role is critical in ensuring effective and efficient financial and administrative operations at the field level.


Key Responsibilities

  • Manage accounting and financial transactions in compliance with HPA’s policies.
  • Process disbursements, cash receipts, journal entries, and staff advances.
  • Maintain accurate records for cash, bank, and checkbook activities.
  • Prepare and submit monthly financial reports and fund requests to the HPA country office.
  • Oversee field-level payments, including per diems, travel costs, and administrative expenses.
  • Provide procurement, logistics, and administrative support to the field project team.
  • Assist in establishing and maintaining field office operations and transportation arrangements.
  • Support partner sub-grantees in financial and programmatic activities.
  • Perform other duties as assigned by the supervisor.

Qualifications and Experience

  • Education: Bachelor’s Degree in Accounting, Finance, or Business Administration.
  • Experience: Minimum of 4–5 years in finance and admin roles, preferably in humanitarian or NGO settings.
  • Strong experience in procurement and logistics management.
  • Proficient in Microsoft Office (Excel, Word, Outlook).
  • Excellent communication and interpersonal skills.
  • Ability to manage multiple tasks with attention to detail.
  • Strong ethical and conflict management skills.
  • Flexible, self-motivated, and able to work independently.
  • Experience working in multicultural and multilingual teams.

Language Requirements

  • Fluency in Somali, English, and Amharic is required.
