Programme Manager – Ethiopia Rapid Response Mechanism

Job Purpose
The Programme Manager will provide leadership and coordination for planning and implementing rapid response interventions across North, Central, South, and West Gondar zones. The role includes representing Concern Worldwide in the “Rapid Response Mechanism 2.0” consortium, coordinating with regional/local authorities, and promoting humanitarian standards in response efforts.
Key Responsibilities
Preparedness & Planning
- Monitor regional context for potential crises (conflict, disease outbreaks, drought, etc.).
- Establish participatory Early Warning systems with local stakeholders.
- Facilitate partner pre-identification and selection for rapid responses.
- Support capacity assessments and risk management strategies.
Rapid Emergency Response Implementation
- Mobilize and support partner organizations during crises.
- Ensure effective multi-sector rapid needs assessments.
- Oversee response activities, ensure accountability, and support capacity-building initiatives.
- Monitor program quality, risk management, and compliance.
Cross-Cutting Themes
- Uphold accountability standards (e.g., Core Humanitarian Standard).
- Address gender and other inequalities in programming.
- Lead evaluations to capture and share lessons learned.
Representation & Coordination
- Represent Concern Worldwide in coordination bodies and humanitarian clusters.
- Build strong relationships with humanitarian stakeholders.
Operations & Financial Management
- Oversee HR, logistics, procurement, and financial processes.
- Adhere to Concern’s Code of Conduct and associated policies.
Qualifications & Experience
Essential
- Bachelor’s degree in social sciences, development/humanitarian studies, or related fields.
- 4-6 years of relevant experience, including 1 year in management/coordination within NGOs.
- Strong expertise in emergency preparedness and response mechanisms.
- Excellent leadership, advocacy, and networking skills.
- Proficiency in English and Amharic, with experience in report and proposal writing.
Desirable
- Experience in the Amhara region and program sectors like health, nutrition, or education.
- Familiarity with Core Humanitarian Standards (CHS) and CRMs.
